How can I allow symbols in my server? for example : * and _ and ! etc..
?

Do you mean playername? Either way those symbols are allowed as default (except * and !).
You cannot allow * and ! in their playername.

Yes in their playername, As I seen in CrazyBob CnR, it is possible to add symbols to player name.
