1. I don't know.
2. You .. can, but it wouldn't look as good. Plus it would lag your server, but if you use 0.3C particles yes. Of course you can always use client-sided modfications

Just find/search for ( press ctrl f ) : lights, plane, runway, airport - ONE at a time.
