The usual.

Close and shut down as many backgrounds processes as you can. Turn down in-game display settings, such as your resolution, draw distance, graphics quality, etc. Upgrade hardware if possible or necessary. Remove any high-resolution texture modifications, or really any modifications that may cause a drop in FPS.

Set chat without black background or hide it, it gives you many fps, +kill list turn off. Annoying. And clean gta, of course.

That only removes the limit of 25. But it doesn't solve ANYTHING on weak PC-s, example if you have 15 FPS, type /fpslimit 100, you will still have 15.

Duh. Many people leave their frame limiter on because having it off causes glitches. If you can get more than 25FPS, then you might as well set it to 100. All the whole process does is prevent those glitches while keeping the same performance if you were to leave the frame limiter off, so the suggestion is still totally valid.
