Admin Level on Los Santos Cops And Robbers Deluxe - David5290 - 28.01.2011

How do you set your name to admin?..
I've tried replacing adminlevel to 10, 1337,1338 and went on server and used /rcon login and typed /giveadmin 0 (password) and said "Server: You are not allowed"

Any solutions?
