It depends on how much you machine can handle.
I recommend 512RAM and at least 1Ghz CPU for each server.

SA-MP takes no more then 30mb - 50mb of ram on tops. Since WHEN do you need 512MB ram?

ONTOPIC:
If you are looking to start an hosting company there is gamecp for linux or tcadmin for Windows.
Using cPanel to host gameservers ( cPanel is a webhosting panel ) seems bad.
On a further note you can't host gameservers on a shared-host where you are client only.
