1) They are not all cutscene.
2) Yes kyeman did try, and they did work. He just didn't add them as he had for more to do along the lines of bug fixing in SA:MP. The only reason he added the new ones in 0.2.2 was because he wanted more cop skins for RP based servers so count yourself lucky you have Sweet, Ryder etc.

They are likely to be added in the next version, Kye said that he had no objection of adding them in future versions after the 0.2.2 bug fix was released. Don't post stuff when you haven't got a clue what your talking about, especially when it is my favourite subject and you haven't got a clue :P.

Edit: In the list on the wiki, i will state the cutscene ones and the ones with ingame playing models.:

- Kendl // Has ingame model.
- Salvatore Leone // Cutscene.
- Emmet // Has ingame model.
- B-Dup // Cutscene.
- Big Bear // Has ingame model.
- T-Bone Mendez // Has ingame model.
- Zero // Has ingame model.
- Ran Fa Li // Cutscene.
- Su Xi Mu // Has ingame model.
- Jethro // Has ingame model.
- Johnny Sindacco // Has ingame model.
- Jimmy Silverman // Cutscene.
- The Janitor // Has ingame model.
- Maria // Cutscene.
- Pendleberry // Cutscene.
- Jose // Cutscene.
- Bettina // Cutscene (unused in single player).

But it can be done as Officer Tenpenny and others have been added to SA-MP.
