Hi all,
How to create a car plate with saving system after the server restarting/closing?

You should either save it to file or in database.
Best way would be to make register/login system(There are plenty of tutorials out there).
When saving player stats, you can also save registration. And when player enter his vehicle, get his license plate number from file, and put it on car.
Something like that, experiment a bit :P
