Because the 0.3b servers did not update their server files to 0.3c. Learn to read next time.

Are you trying to connect to the proper servers? If 0.3b works for your favorite server then they're still running 0.3b.

You have to make sure you get the final client. I was on the latest beta one, and it didn't work. So get it directly from www.sa-mp.com
