Sa-Mp Wont start - Catalyst12 - 30.12.2010

The problem is with the 0.3c version that whenever i try to connect to the server , the game doesnt start.
There is no gta_sa exe running , i had this kind of problem with 0.3b and previous versions , but i changed the compability of samp.exe and gta_sa.exe so it did run but it crashed 2/3 times i tried to connect to the server .
I have version 2.00 but i downgraded it .
Windows XP sp3 and my singleplayer works like a champ .
I have a weapons pack installed but nothing more , and i know that the mods are not the reason , why its not starting.
I have deleted gta sa.set multiple times , no result . I also have reinstalled gta sa and samp with deleting the gta sa directory countless times. Nothing seems to work for me.
Can i somehow fix this ?

Gta sa.exe Compability is set to Windows 98/ME
Samp.exe compability is Windows 2000

When i try changing my Samp compability to windows 98/me , it comes up with this:
Access violation at address 76f50080. Read of address 76f50080.
