0.3c will not work - [SP]Bandit5000 - 29.12.2010

I have Windows 7 64 bit, I did a clean install of both SA the game itself and SAMP 3c into the game directory, turned off my firewall, deleted the set file, removed all my mods.. and all I get is "connecting to IP address, server didnt respond, retrying" over and over again.. I dont crash, I dont have any kind of crash log I just cant load it..
I downloaded the SAMP client and I have version 3c R3-3.. I dont know if that is the problem, but I am now downloading from a mirror and the download just says 3c..
