My problem:

I was reinstalled SAMP, but it wasn't helpfull.

hmm thats weird but I did notice that your still using 0.3a but I dont think thats the problem because even if you had a different version I would still let you run the game.TRY: Uninstalling GTA and SA-MP then install GTA and the latest version on SA-MP.

try reinstalling GTA and sa-mp, also upgrade to 0.3c.

Go to My Documents >> GTA San Andreas User Files >> and delete "gta_sa.set"
