i'd suggest maybe, trying to install Visual C++ runtime or re-installing the game ?

To solve this problem, try to move the GTA SA folder to another place on your harddrive. If it still dosen't work, create a new user on your computer that you can use for SA-MP.

Or use SA-MP by right click and Run as Admin
