No way to change clothes, but you can hold object and you can add glasses, caps, masks, etc...

You cannot change clothes, but you can attach glasses and helmets etc.

Sorry for double post, Is there any other website besides wiki which shows 0.3c objects with pictures ?

Install the reccomended map editor
here
then it will create a folder in your GTA SA directory called PrefabPics.
This shows pictures for all object ID's in gta sa + 0.3c additions.

K so I downloaded the map editor, puted it in my GTA-SA directory and run it and works fine.
But! > that folder you said Is not created ! !!! :/
Edit: I managed to make it work.
