See this video, if you jump from a car in movement as passenger you will die:

I don't know if this happens with driver, but I think it doesn't.

yes if you drive as passenger and you will jump out the car if the car don't stop you will die too. But its funny...
If you shoot with driveby and you get back with f you have the same likes too see in the Vid.

Yup, this is a bug I've confirmed it patrolling on duty on AR:RP with a buddy he tested it and it car parked him so this is a confirmed bug.

Yeah it is, but we can script the death, so it's better to fix it.
