I have a server up but I and no one else can't connect to it. I can refresh and get updated ping limits. I have my client updated to 3a. How do I check if my server is updated?

Yes! Thank you. I fixed it. For anyone else who has these problems, you need to download the latest server files and update yours. Basically copy and replace files like the server cmd console.
