i was having the same problem
recompile maybe fix this i am not sure

You dont have draw distance set.

In your server.cfg change stream_distance to something high!

onfoot_rate 500
incar_rate 500
weapon_rate 500
stream_distance 5000
stream_rate 5000
plugins streamer.dll
