Your totally wrong. That's just the way the scripters did it. You must script your own bank in, however, there is one at Palameno Creek.

You can't enter it, oh and that's just Crazybob's bank, banks are sometimes located in Mulholland Drive (near that parking lot).

You're not gonna copy CrazyBobs, thousands of servers use different banks. They're either here, or Mullholland Intersection usually.
