I know you are waiting only answers from "Pro-Scripters" but I'm going to explain considering you only have 2 posts.
1. "Pro-"Scripters already have a server (atleast most) or work on private projects.
2. "Normal-"Scripters won't join like that.
3. Then how does server Get scripters/Mappers?
Answer:

This is how to get a good scripter or a normal scripter,
first of all, if you can learn pawn it would be awesome. we know
why you are opening hte server and it's because you want to
be the "Owner" atleast most think that, so probably you want
the scripter be "A rank below you", he can't be a guy that you meet
via a forum even if he's going to be the owner.

How do you know he won't backstabb you?

You gotta be friend of the scripter, play on some RP servers or whatever your
gamemode is and meet people, get "contacts" and then after leave the server
because you got bored, try to contact them to start a server, maybe one
of them is a scripter.

So 2 choices:
1. Meet a scripter via: In Game
2. Script it yourself

(I have made this type of answers many times :S)

I bet you did. Unless you're willing to pay for a scripter, or learn PAWN yourself with some friends or something, you're not going to have much luck.

Start to learn pawn, seeing some tutorials, how to add cars, class, weapons for each class.. and then more hard things.. it's easy

Hmmm u would get fake scripter so dont trust them!
