Need help Port Forwarding BADLY - bomm89 - 10.12.2010

GUys i have tried everything my firewall is off i unistalled NOrton nothing seems to work
i put
Samp server UDP-7777 TCP-7777 192.168.1.3

thats it i dont know wat i'm missing and i have a static IP

if someone could help really appreciate it

u cant give other ppl 192.168.1.3 you have too give them ur ip on whatsmyip.org
