Also, TogglePlayerControllable is a function, not a callback.

I believe the command is the same, in 0.3c there is now SetvehicleParamsEx(), which eliminates the need to TogglePlayerControllable() as one method of preventing a player from driving a vehicle.

TogglePlayerControllable is the same old function and works as it always have. Nothing have been changed with it as far as I can see
