AddVehicleEx and CreateVehicle respawn delay - beckzy - 07.12.2010

If you create a vehicle with a respawn delay, the vehicle won't respawn unless it has been used. So if you push the vehicle to the other side of the map for example, it will stay there...

max_vehicles and check if the vehicle is occupied else clean it all up.
