Hey, how do I create some command like operator chat or advertisement?

I mean if I do /o that it shows for all players but only supporters allowed to use it.

/ad for advertisement, there should stay: ADVERTISEMENT: [text] by playername, phone number.

And how do I create a mobile phone system. I created a shop, but how do I do this that players can buy there a phone, use it, get a number etc. use /call /togphone /hangup.
