I opened a Test Server. and the server responding only one people. If xx enter the server, the server respond xx but didnt respont other player.. Shortly if someone enter the server, The server dont respond other players.. What Should I do in the meantime the server is running in my computer.. Ports are open

What do you mean? If more then one player tries to enter the server, the other players will see that the server is full?

Yes but the other players dont see Server.. Because server is didnt respont others.
