Since i'm only a begginer scripter i've always thought about the idea about hearing music from other cars.Mainly for a Roleplay server i made in the past.Example,Your walking down the road someone rolls down their car window and you hear the music they are playing comming from their car.Would be nice to hear custom music too :P.

GTA IV Related, eh. Well, with 3D sounds it's possible, if i remember right, there are audio plugins doing this.

It is not currently possible through SA-MP scripting. There are plugins out there which allow custom music to be downloaded and controlled through SA-MP scripting, however they require a client, so in reality it doesn't have much to do with SA-MP, other than the fact that the SA-MP server can control the client remotely and send files to it using the additional SA-MP server plugin.
