does anyone know if there is a Car Component for a police light and siren like the in game undercover cheetah, or even a car id, as this would be very useful for RP. If not it would be a good Car future release, Thanks for reading

I think you are thinking of Vice City - it has an undercover Cheetah... As far as San Andreas goes, you cannot add go to the mod shop and install a police light. You can, however, download Cleo 4 and then get the latest version of ELM; Emergency Light Mod.
