How to make that if you have website host/domain with one IP, and server with other IP, then how to make it as domain.com:7777 ?

If I'm not mistaken, you can make a sub-domain point to your SA-MP server's IP address. So it could be like server.yourdomain.com.

Not necessarily. You can make an "A" record in your DNS settings to point to the server's IP.

If you make It point to that IP it WILL equal server IP.
