I'm getting the same error as these guys. I've tried everything in those threads. I asked for help on the cod5 website. Their suggestions didn't work. Any suggestions?
1) SA-MP version 0.3b R3
2) Windows 7
3) I have several mods installed, skins, animations, and a couple of graphics mods.</s>
Nvm, I got it to work with one of these thread's ideas.
No html support?

Right click on pawno.exe and chose file properties, and then in the Compatibility tab at the bottom chose to run it as admin.

I had the same problem on a newer laptop.. Try installing Visual Basic from the microsoft website. I think I installed the 2007 version or something like that and bam! it was working fine!
