Thanks for your help but I would not post here if I didn't do a search first...

UPDATE:

I've tried to Re-Install San Andreas Multiplayer + Pawno but no change...
I'm not using Windows Vista or Windows 7, and we only got one Administrator account.

Find Pawno.exe right click on it, press Properties > Compatibility > [X] Run As Administrator > Apply > OK
