Licences system? - mathiashhg - 28.10.2010

Hi i am starting an rpg server but i want to make an licenses system example: if a new player just joined and think he can go over and take a car and drive away then he get kicked out of the car and then it tells him to got to somewhere and buy the driving license. But how do i maike that
