Help! please /lend - BigAl - 28.10.2010

hello, i was wondering if anyone could give me an idea of how to make a /lend command, i have private vehicles on my sever and my friends want me to make the server better by adding a /lend which i also think would be a good idea but i have no clue how to make it:/

How long: lend it for an hour, thnx!
