I use win7 x64, but never had that problem.

If that doesn't work, make sure these programs are installed and any older versions removed:
And actually, you could remove .NET Framework 1.1 completely and get the .NEW Framework 4.0, it works the best.

Its a new computer, thats mean the pawno is new too.
and its not working
any ideas?
the uac is already disabled
oh and the samp server files is for win32..
there a win64 files?

Just because the computer is new, doesn't mean it's going to work. Make sure you have those programs I listed, if not, Windows should install them with Windows Update within the next week or so.
