I have a encore ENHWI_G and i need help with portforwarding, The www.portforward.com give me this

which doesnt help so i need some extra help on port forwarding ive been asking for like 2 months now and i really want my server up before school starts back 2 days time

Perhaps your portforward is working well, but your firewall is blocking SA:MP public server from being turned on. Yes, I know! It will show you that it's online, but only for local users, and not for the public.
Add a exception in your firewall, and it may work, otherwise, the problem isn't with the firewall. Or just turn off your firewall instead of adding a exception for everything.
