Irc Help - James124 - 25.09.2010

When i Start The server i get this error

[08:12:43] *** IRC Plugin: Could not connect to irc.sa-mp.com:6667 (Connection refused)
[08:12:43] *** IRC_OnDisconnect: Bot ID 1 disconnected!
[08:12:43] *** IRC_OnDisconnect: Bot ID 1 attempting to reconnect...

i installed the plugin and the fs !

i have some questions,

1) How to start a irc Server ?
2) How do i Connect to it ?
3) How Do i Let Others connect and display msg on my server ?

i think i dont know how to configure it ! Any help is greatly appreciated !
