What happened to the rcon client the one that you don't need to be in-game for it? i hope it don't got removed

Yes, but you can access it in another way. Let me grab my other post where I asked, and then edited it.

Give me a minute.

EDIT:
Start -> Run -> 'cmd'

cd C:\Program Files\Rockstar Games\ -> 'rcon IP Port Password'

I think he means the RCON console.

If I'm not extremely off right now, I think there was a possibility to access this console when "connecting to a server", but instead just get a console with RCON admin rights, and ofcourse, from a third-party computer, not the one with the server on it.

no not the server console.... its like a console but it ran from other computer...

it say rcon is not recognised as an internal....
