chat is logged as a default. Do you want to make a separate log for only chat and reports? it's easy to just include all in main log by using printf()

Create a file and append player messages to it from OnPlayerText callback and /report command. Very easy stuff.

Read upon File Functions at wiki.sa-mp.com, that about covers it.
