To Upgrade ma server from 0.3a to 0.3b i have to download the 0.3b includes that i already use?

You'll need to download samp0.3b server and merge it with your server root directory. Yes replace everything and save a backup of your server.cfg if you want. You'll need to re-compilie your script on samp0.3b. Also you'll need to update your objects to samp0.3b. Talk to your streamer creator about this.
