It says: SA-MP 0.3b R2 Client, but SA-MP 0.3b isn't in R anymore?
Is this a good link or?

They probably forgot to include something and had to release a quick update. In the public BETA (if you noticed), the updates were entitled 'Release Candidates':

Then it was taken out of the RC stage, now each update is deemed as a release (that's what the 'R' now stands for). I think.
