it says my server is ipen on the ip 192.168.0.182 when my ip address is different to that, does that mean that my server is open and other people can join it?

192.168.0.182 is an LAN IP, only you can connect to that.
Your real IP other ppl have to connect to can you see at www.whatsmyip.org
You can use http://www.typefish.co.uk/ConnectionChecker/ with your external IP to see if it's online.
