input a command to linux (ubuntu) server -

I am running a linux server and have a problem with typing commands.
commands that works in Windows (cmdlist, changemode,...) doesn't work in linux.
I want to manage it from the console, and I tried several method (nohup/screen etc.. I'm a newbie to linux)
but the terminal just ignores those commands.
i even tried wine and executed windows version of server but it doesn't work too.
so here is the question:
Is there any way to input a command to linux server console?

No, the Linux binary doesn't work like that.

is it going to work if I use a plugin?
Can a plugin make any GUI interface?
anyway then how can i manage it?

You can use the remote rcon console available in each SA:MP client.
