Good Morning

I have a doubt very important, will any way to block the double accounts?
For instance, on my server there are 40 people playing, but now there are 120 accounts for example, more than double the players ..
Is it possible to limit the accounts, one per IP, or rather an e-mail?

That is, I liked to insert PHP on my server, so they could register by mail, and confirm the email and only then play on the server, this is possible right? (I've seen in other server)

Get a new registered players IP and write it to a file, when a new player wants to register check if the IP is already in use and if it is send them an error message if not let them register. Simple?

And how can I do that?
I'm still beginner in these wanderings, and I do not know ..
Could you indicate me some tutorial or even some script?

Also perfect if this was to enter the server, ask if the mail .. then they had to confirm that email, and enter the server could already play again ..
