I Cant put new colours like 131 Or the colour change every time in game? I want one permanent colour..

Colours are nothing to do with SA-MP, Colours are made in GTA SA.

You can change colours (ChangeVehicleColor) but not change which colour is which, unless you edit GTA SA's file, which I doubt will work, because SA-MP Have their own files.

But i saw in some servers different colours..like a special blue etc..

You mean special colours that are known and posted somewhere around this forum. They can be found under hidden colors or special colors. I know which ones you mean but there are only certain ones that work. Lemme search, I'll edit if I find anything.

some codes to "unlock" that colours....

You have to change it in your AddStaticVehicle line. The last 2 parameters are parameters to config the car colors.
