I ask a few questions
1. How the player can not use a mobile command
For example: play / jail sent to prison can be moved but can not play instructions
2. How all vehicles in a certain time and not have to wait for rebirth on the train home after a period of time before automatic regeneration

If you are looking for a /prison command go download a role play script, they have plenty.

To me it looks like he's asking how to make commands with extra parameters such as: /ajail [playerid] [reason] [minutes] etc?
It's hard to understand what he's trying to do

Download an RP gamemode (e.g LA-RP) and look around for these functions. I bet LA-RP has it all.
