Try using some other port like 7778, 8000 etc.

Hmm it happens to me once it might an another application is already using 7777 port so change to any other port in server.cfg

do you have mutiple ips on the system ?

if you don't delete "bind [IP]" from your server.cfg
and if you do add/modify "Bind [Your_IP]" to your server.cfg

Another application / process is trying to use the port, simply configure a new port for the server to use, or try to find out which application / process is using it, it could be that you opened samp-server and it didn't close.
