Yo, Well i've seen speedmeters in 2.0x servers but]
If GetVehicleVelocity is for 3a, Then how come i've saw speed meters in 2.0x
Please reply and tell me why..

That isnt hard just get the position of the vehicle and then get it one second later, some calculations, done
