When GTA
a was released really I think, as they had the basis of a MP mod from VC-MP and went from there.WeeDarr

The project itself started in 2005 I think, when the PC version of GTA SA was released. However the first release wasn't until 2006.

Actually, I think the forums are April 2005, look at Kye's profile. He registered in April 2005 :P, and he's Member number 4.
E: Member number 1, and 3 don't exist (Deleted I presume) however, member number 2 exists, he's called samp, he registered first of April 2005. :P

SA:MP 0.1 was officially released on 10 May 2006.
About forum: if you look at the forum stats down at the "Forum History", you can see the stats for August 2003 (there are no stats for years 2004 and 2005).
