Okay does anybody knows how to make the CreateDynamicRaceCP streamer
of Incognito respond faster?

Go ask in the topic
I would if it wasn't in the Plugins section (the seldomly used board)

Use lastest version of plugin (if you mean responding on when people enter checkpoint). If you want that checkpoints show up faster (stream), lower stream tick.

Its still slow (The response per RaceCP) even though I lowered it to 40
