Okay, so I don't know how to do this so help.

I want to make a command, lets say /command and
make it countdown 31-0, but how can I make it randomly
countdown randomly by 31/29-0, if you know what I mean.
After the countdown has finished the player who typed
the command will get $1000, or anything.
