i dunno why ,but here is the result to it. though my and my bro can connect to it with a different computer but other friends can't. please help !

Go to ****** and type whatismyipadress.com
and see your ip,then go to sa-mp click on add server
and copy your ip and click ok
then you will see your server

yes, i did this, i can see my won server, i can join it too, but the thing is my friends can't join it.

you have to forward ports 7000 til 7009 on both tcp and udp to you ip or to your home ip when using a router (fe. 192.168.0.5) and then ofcourse use a portnumber between them.
i had the same problem, forwarded only udp 7777 which is standing in one of the tutorials and that didnt work.

My server shows to everyone but no one can join when they try joining it says server did not respond

Make sure your router has firewall off and for windows too plus if u have anti virus or something like a program that stops connections then close them and try....
