Hello lads, I want to set up a basic CS 1.6 server from my home computer, it will be a ZombieMod server, I'm expecting roughly at max 20 players on the server, so please tell me how I will do with these specs:

your upload is not very high
but good enough for 20 players

That's actually kinda bad.
They'll only be getting that upload speed if they live within a driving's distance of you.

i think its not good , but playable. Upload speed isnt good ,download speed is normal. If you run server on your PC then you internet goes slowly and PC is slow too. I prefer renting a server.

Nah, internet speed wouldnt be enough for even 10 players, considering your peering over a home connection, and not directly.
