I've decided I might start from scratch on my server... I'm just wondering... After downloading the samp02Xserver.win32 file I'm wondering where to start?

You should start from downloading o.3aR7 server package (unless you want old 0.2X server)
Then go to wiki.sa-mp.com and read the articles

0.3a is more recommended because the amount of bugs that had been deducted by samp makes it good.. With 0.2 you have plenty of bugs that are unfixable
